Alan C. Davis is one of the most experienced and well-known labor and employment lawyers in the state of California. He is the senior partner in the San Francisco-based law firm, Davis and Reno. Mr. Davis has written most of the City Charter measures for binding arbitration of interest-based disputes in California. He has also handled some of the most frequently cited public sector labor decisions, decided by the California Supreme Courts and the District Courts of Appeal.

Alan C. Davis received his undergraduate education at Northwestern University in Evanston, Illinois (BA, 1961), and his legal education at Hastings Law School in San Francisco. Mr. Davis was admitted to the Bar of the State of California (1966), the Supreme Court of California (1966), the United States Supreme Court (1980), the Ninth Circuit Court of Appeals (1966), the Federal Circuit Court of Appeals (1981), and the United States District Courts for the Northern District, the Central District and the Eastern District of California.
Mr. Davis has over two dozen reported decisions in the state and federal courts on labor and employment issues. He has personally been involved in some of the most significant labor and employment cases that have reached the California Supreme Court, the Ninth Circuit Court of Appeals, and the California District Courts of Appeal. Included in this list are the landmark California Supreme Court decisions in Fire Fighters Union, Local 1186, v. City of Vallejo (1974) and the First District Court of Appeal decision in International Association of Fire Fighters Union Local 1974 v. City of Pleasanton (1976), which established, respectively, the scope of binding interest arbitration and the scope of bargaining for local government employees in California.
Mr. Davis was a co-author of California Public Sector Labor Relations, published by Matthew Bender in 1989. He was also the co-author of the lead article entitled "Drug Testing Developments," published by the California Labor & Employment Law Section of the California Bar in the spring of 1990. Mr. Davis co-authored the lead article in CPER, Issue No. 121, "Interest Arbitration, Legality, Reality, & Value - A Labor Response to 'A Management Viewpoint,'" in 1996.
In April 2008, Mr. Davis was a panelist on the 14th Annual Labor & Employment Public Sector Program, sponsored by the Labor and Employment Section of the California Bar Association and co-sponsored by the California Public Employee Relations Program. The panel, entitled “Hot Issues in Collective Bargaining,” discussed developments in the City of Vallejo that led to a bankruptcy filing by that City in June 2008. Mr. Davis is the labor attorney for the Vallejo Police Officers Association, International Association of Fire Fighters Local 1186, and IBEW Local 2376, which represents non-safety employees in the City of Vallejo.
Mr. Davis has written most of the local Charter measures that provide for binding interest arbitration procedures in California. Mr. Davis has represented police officer associations, firefighter and non-safety unions in over sixty interest arbitration proceedings in California and Hawaii during the last 30 years. Included in this list of interest arbitration cases is the largest award ever issued in the United States.
Included as representative clients are the United Food and Commercial Workers Union, Local 648, in San Francisco, over two dozen fire fighter local unions and police officer associations in Northern California and Hawaii and the Hawaii Government Employees Association, Local 152 of the American Federation of State, County and Municipal Employees in the State of Hawaii.
